Tee someone up

Could someone help me with the meaning of the phrase "tee someone up", please?

I don't know what the figurative meaning is. The literal meaning is:

Main Entry: 3 tee
Function: transitive verb
to place (a ball) on a tee -- often used with "up."
(Merriam-Webster)

You place a golf ball on a peg at the tee, "tee it up," just before giving it a smack with your club. So one possibility is to get someone set up to receive a mighty blow. A second possibility is basketball slang: a referee will "tee somebody up" by calling a Technical Foul, a "T."
