Misery loves company

Misery loves company. Does this mean that misery will find a person because it loves company, or does it mean that if you are miserable you will seek out company? If not either of these, what does it mean?

It means if you're miserable you'll take comfort, if not pleasure, in knowing other people are miserable, too.
