'Nuts' has long been used to describe someone who's a little crazy (I don't know the origin of this use). 'Dead' is often used as a strenghtening adjective - 'dead centre', 'dead cert', 'dead right', etc. Thus, 'dead nuts' is someone who's more than a little crazy.
