Give me a boy of 5...

Hi I want to know where and who this phrase comes from. it goes something like this:Give me a boy of 5 and I'll be able to show you the man. it means that a boy of 5 shows what sort of man he'll be. It might not be that wording, but I would really like to know where and who it came from.
