What is the true meaning and origin of "Piss Up A Rope"

I heard it in SE Asia in the military back in the 60s.

The phrase describes a situation that can not occur.

I was heard this often whenever I requested some leave:
"You need some time off? Sure, Kahl, go piss up a rope and get back to work".
