I haven't heard the expression. It may mean simply 'shaking hands' with someone as a greeting or when agreeing a deal. However, the symbol of the Franciscan Order of monks shows the hand of St. Francis crossed with the hand of Jesus, signifying committment to Jesus. Perhaps your expression implies 'committment.'
