An alliterative coinage of two simple parts, namely "tech" - pertaining to things technical, clearly here with a sense of the rarified or abstruse - and "tosh" - a slightly old-fashioned term for nonsense or verbal rubbish. An almost exact synonym would be "gobbledegook" and "jargon" is close too.
