I don't actually get the sense that Arnie is homophobic. He opposed gay marriage of very narrow and legalistic terms but has said he's fine with it the law is changed. It's pretty clear that he's trying to play both sides of the fence politically but before he began his political career he spoke out against anti-gay discrimination now and then. Speaking as a "bit-of-a-fag-hag", I'm actually amazed at how mainstream gay culture, etc. has become over the past twenty years. The last gay-pride march I attended was more like a company picnic than a protest.
