What should we bet?

Is it better to put "What should we bet ON" than "what should we bet"???

one bets an hazard or wager upon an event or outcome. "What should we bet on?" asks the subject matter of the bet, whereas "what should we bet?" is asked to established the amount of the bet.
"How shall we bet?" includes both.
