are you sure that is what was said?

normally somebody does something or acts 'beyond the call of duty'. if one's duty is set out or clear, acting 'beyond' that is giving more service than obliged. another expression is "over and above the call of duty".
somebody is not usually described as BEING beyond the call of duty, but ACTING in some way beyind it.

however expressed, using 'beyond' it is usually a positive comment. acting 'outside' ones duty is what lawyers call "ultra vires" and means that the person has claimed to use authority that they do not actually have.
