It means "to reveal to be false",as in "A man's actions may give the lie to his words."

George Warmonger Bush stated in his State of the Union Address on 1/28/2003 that "U.S. intelligence indicates that Saddam Hussein had upwards of 30,000 munitions capable of delivering chemical agents."

On the same day he said "We have also discovered through intelligence that Iraq has a growing fleet of manned and unmanned aerial vehicles that could be used to disperse chemical or biological weapons across broad areas."

A little over a year later Bush, Blair, Rumsfeld et al have been been given the lie on their claims.
