Tolkien: "Rede is oft found at the rising of the sun"

Hi there,

Being a German native speaker I would like to know if anybody of you is familiar with the term "rede" (Old English 'read': council, advice).

Thus, the proverb-like sentence translates: Council is often found at the rising of the sun.
Does such a saying, proverb or idiom still exist in English and do you still use it?

Are there similar ones with regard to its meaning? If yes, please send them to me.
