: Am I wrong to believe this is just another alternate to "tough ****"? Originally, "That's tough," "Tough luck!" and a few similar expressions were sympathetic expressions. But one began to hear "Tough!" enunciated with a particular tone of voice to mean "That's life; live with it!" Perhaps the unsympathetic "tough ****" emerged because just unsympathetic "tough!" was insufficiently distinguished from sympathetic "tough," and needed emphasis by attaching a vulgarism. "Ttough titties" just provides another way of saying it, although I'm not sure it is still current. I have no clue as to first use of any of these. SS
