It means to make a rash statement, usually a negative judgement, without careful thought or gathering all the facts. The metaphor is from a "quick-draw" cowboy pulling a handgun out a holster and shooting it in the general direction of his enemy, rather than raising the gun to eye level and carefully aiming before shooting.
