I'm not sure if I can give an exact translation. It means the person doesn't know whether to be amused/delighted or annoyed by your behavior, personality, etc. The statement can be a compliment or a criticism depending on the situation and whether the speaker is smiling or frowning.

Anyone else want to give an explanation?
