"Sucker" is a regional variant for lollipop (also spelled lollypop), a hard candy on a stick.
Of course, there are so many other definitions of sucker and lick that one could construct any number of other variations on the meaning of that sentence, including "I don't bribe gullible people, I just beat them into submission." Etc.
