To "toodle" is to go from how I hear it used - toodle-pip, toodle off etc. it implies a lack of urgency about the leaving.
Toodle-oo is rarely used, apart from in camp comedy or lampooning the very rich. Frankly, it's the kind of expression that would give away an undercover agent who had watched too many black and white fims to develop his cover.
