I forgot the exact sentence but when I read it I thought they were speaking as if one would normally say to follow a paper trail? But I had not heard of a paper comet.

: Similarly, I wonder whether someone is coining the phrase on the basis of the expression "paper tiger", the latter being someone who appears fierce and determined, but who is in fact weak and ineffectual.
