To a native speaker of English, the meaning is clear. I don't know which part of the quotation is unclear to you, so I'll try to explain all of it. The quotation expresses the idea that every woman should take care of herself and avoid dangers rather than expecting a man to take care of her and protect her against all bad things that may come from the outside world. In some societies in the past, women expected their fathers, brothers, or husbands to protect them, and the writer of the quoted sentence is saying it is time for women to take that responsibility on themselves.
