I've heard this expression since my childhood over forty years ago and was always told it referred to the capacity of the standard dump truck. If the driver were to completely empty his cargo he'd be told to dump 'the Whole nine yards'. While there are various sizes of dump trucks in use today, possibly nine yards was the most common at the time this phrase came into being.
