Means, I believe, that when you have decided to do something you will surely devise/find a way of doing it however impossible/difficult it may appear at the outset

"He that would be a leader must be a bridge." - Welsh Proverb

Means, I believe, that to be a leader you must find a way of bridging or bringing together people's different beliefs, wants and aspirations to form a coherent entity.
