Draco dormiens nunquam titillandus

Hello everyone,

I know that the above latin phrase (a sleeping dragon is not to be tickled or provoked) was popularized in J.K. Rowling's books, but my question is: did she compose this or does it have prior existence? If the latter, what is its origin?

Thanks!
Mario.
