: But I think the phrase has a different meaning in blues lyrics, and I don't know what it is.

I guess the word I was looking for was "stimulating" rather than provocative. Something that stimulates the person to do something he wouldn't ordinarily. "Food so good it makes you want to slap your mama." Something so something it "makes a bullfrog ball the jack" (as in the dance, "balling the jack").
