I believe it's direct equivalent is the much older expression 'Throwing him to the Wolves', and why not in these mechanized days when wolves are 'as rare as hens teeth'.

I guess it means to offer people up as a sacrifice by, for example, dismissing them to appease an aggrieved customer albeit the people being sacrificed are not responsible for causing the problem.
