Stupid is as stupid does

Could anyone tell me what the phrase "Stupid is as stupid does" is supposed to infer? I heard it before but more recently in the movie "Forest Gump".

Also, - just wanted to say WHAT A WONDERFUL WEBSITE! Good on you one and all and thank you very much for your help.
