No, I've never heard it. SS Google has a few hits for "broken biscuits to me", but not to any kind of bear. In fact, it can't even find "broken biscuits" and "grizzly bear" on the same page - 0 hits. "Broken biscuits" seems to be used quite a bit, does it imply anything other than actual crushed cookies?
